Buying a marina berth
Spotlight on Montenegro: The Adriatic’s Rising Berth Market
If you’re weighing where to base a yacht next season, Montenegro deserves a serious look. Tucked into the Bay of Kotor and along the wider Adriatic coast, this small country has quietly built one of Europe’s most talked-about marina scenes — and for berth buyers and sellers, that means real opportunity.
Why Montenegro, Why Now
A decade ago, Montenegro was a footnote on the Mediterranean yachting map. Today it’s a destination in its own right, anchored by Porto Montenegro in Tivat — a former naval base transformed into a full-service superyacht marina and waterfront village. The turnaround has been dramatic enough that the marina has been recognised as a Superyacht Marina of the Year, and it continues to expand its berth capacity to keep pace with demand from owners of both mid-size yachts and full superyachts.
What’s driving the shift? A few factors stand out:
- Tax advantages. Montenegro levies no annual yacht property tax, and berthing fees plus a modest navigation vignette are the main recurring costs — a real contrast to many EU jurisdictions.
- Duty-free fuel. Tax- and duty-free fuelling is licensed at a handful of marinas along the coast, making Montenegro an attractive refuelling and homeporting stop.
- Deep water and scale. Porto Montenegro alone now runs several hundred berths and takes yachts up to 250 metres LOA, with further expansion planned — a scale that puts it in the same conversation as the established hubs of the Western Mediterranean.
- EU-adjacent positioning. Montenegro sits outside the EU but close enough, geographically and logistically, to make it a practical base for owners cruising the wider Adriatic and Ionian.
The Marinas Worth Knowing
Porto Montenegro (Tivat) remains the flagship. It combines a large, modern berth offering with a genuine village atmosphere — restaurants, boutiques, a yacht club, and a maintenance and refit facility that keeps owners from having to sail elsewhere for service work. It has also become a hub for brokers and captains, which means liquidity: berths and the yachts that occupy them tend to move.
Portonovi (Kumbor) is the newer, five-star rival just along the bay. It holds the same top-tier TYHA Gold Anchor rating as Porto Montenegro, offers duty-free fuel, and has quickly built a reputation for premium residential and berth pricing to match.
Luštica Bay rounds out the picture with a resort-scale development that pairs private marina space with residences, hotels, and Montenegro’s first championship golf course — evidence of just how far the wider Boka Bay area has come as a lifestyle and investment destination, not just a stopover.
What Berths Are Actually Trading At
Pricing has firmed up considerably as the market has matured. Annual berth contracts at the flagship marinas run into the high hundreds to low thousands of euros per metre of LOA per year, meaning a 20-metre berth can carry an annual cost well into five figures. Longer-term leases — five, ten, even twenty-plus years — also trade actively on the secondary market, with smaller berths commanding low six-figure sums outright.
The takeaway for owners and investors: Montenegro berths are no longer a bargain-basement alternative to the French or Italian Rivieras. They’re a distinct asset class with their own pricing logic, driven by scarcity at the top marinas and steady demand from an increasingly international owner base.
What This Means If You’re Buying or Selling
For sellers, a well-located Montenegro berth — particularly at Porto Montenegro or Portonovi — is a genuinely marketable asset right now, with buyer interest coming from across Europe and further afield. For buyers, the combination of no annual yacht property tax, duty-free fuel access, and world-class facilities makes a strong case for adding Montenegro to a homeporting strategy, especially for anyone already cruising the Adriatic or Ionian.
As with any berth transaction, the details matter: lease length, transferability, marina rating, and proximity to service facilities can all swing the value of an otherwise similar-looking berth. That’s where having the right broker in your corner makes the difference.
